The building comes closer to the hill when it moves backward like the continuation of the slope on the approached edge. Spaces opening to the hill become activity rooms, multi-purpose hall, and cafe when there are administrative units, lower entry of multi-purpose hall and restaurant at the lower level. By this way, spaces interact with possible activities organized on the hill may look through the scenery direction with edges that is able to be transparent thanks to canopies controlling the sun. There are spaces that promise to spend time with the scenery on the lower level. Multi-purpose hall planned as whose chairs can be gathered when it is desired combines the hill and lower level. The stage can be a terrace when it is wanted and it accepts the visitors coming from upper and lower levels. The existence of the covering provides the opportunity to open it totally in hot weather and benefiting from natural coolness effect due to the permeability from all directions.

Building lengthening through north-south direction and clinging on the east edge of the hill turns the enlargement of scenery direction and leaving the west sun behind itself into an opportunity. Route of existing earth road providing access to the hill is kept as it is and the end of the route takes you to the hill. Hill continues to supply approximately all flatness to the public under new conditions as it was for the usage of the public. Now, the covering may cover the crowd by itself.

In this context, the building may define as a plate fixed to steel structure system and a cover. The building has 2 plates; one opens to the hill level and the other opens through the direction of the scenery. Plates form the terraces by stretching toward outside from inside of the spaces when terraces generate unique scenery experiment. Vista of the hill in the west direction (Anemurium) is limited by another hill coming to the front. The scenery in the west direction (Anamur Mamure Kalesi ve Kıbrıs) may experience nearly uninterruptedly.
