The starting point for the project is looking for a spacious response by questioning openness concept. Basic motivations are the public square, the interaction of urban and local governance preeminently and taking urban dynamics to interior spaces.
GENERAL ARCHITECTURAL ORGANIZATION

Walls and dividing elements define the interaction style in conventional working spaces. At the same time, these elements define communication style by forming physical borders and setting dominance of space. Interaction and communication terms are basic determinant for the solutions for public need and problems. It is possible to say that this relation becomes more important when it comes as a design problem for a local governance space.
Nowadays, open office emerged with a new interpretation of traditional office space defined by four walls in the light of openness, transparency, and accessibility. Traditional working spaces, whose workers don’t see each other during whole day as a result of space dominance established with closed doors, are transforming.
Emphasized “transparent municipalism” is questioned with an open office offering carrying openness, transparency, accessibility and participation terms into a third dimension. It is aimed that open office will be carried to the third dimension and increase interaction and transparency. The relation between citizen and workers of the municipality are handled like the relation between workers.
The suggested new generation working system will change the habits, too. Such a space is dreamed that we give up knocking the door and borders disappear rather than becoming an obstacle. Consequently, accessible and transparent local administration space is dreamed. A new working area is suggested by stretching privacy concept. It is possible to suggest new units with the help of closed or semi-closed if required, and impermeable surfaces; also to empty totally and create socializing areas.
SPATIAL ORGANIZATION

23.80 level is defined as the square level to integrate the mosque with the square. By this way, it became possible to form a second entrance for presidency and parliament saloon on Gediz street. Spaces that will be used intensively by citizens like Assessment Service, Multi-purpose Hall, Funeral Works, Health Works are placed on lower levels to provide easy accessibility. On upper floors, special organization scheme is made according to the density of usage and relation of municipality units.
URBAN SQUARE

 Clearness about buildable area and borders of the square in development documents define both mass proportions and the relation of building and an open area. Square, which designed as a meeting point for citizens with other citizens and also, with local authority, flows through inside  of the building thanks to totally transparent facades. Visual and physical accessibility became the most important terms at this point. Adopted design style for the square gives the opportunity to arrange different activities rather than forcing the user to a specific activity. Green area spread in pieces decreases hard ground area and arranges the scale for human ratios.

MATERIAL DECISIONS

The building is made up of 2 main structural systems: back service shaft and floors extruding from it consist of reinforced concrete, structure covering entry volume are formed by steel. Edge looking at the square is planned as possible as transparent because of the principle that has been mentioned above. ‘Cable net’ system is used to carry the glass on this surface. Basic principle can be described as gaining a stable system by tautening horizontal and vertical steel cables and making glass montage by glass stop placed at the intersection points of the cables. Other than these, carpet is suggested for office areas in the building and cast stone is proposed for the entry hall. The aluminum baffle system is offered for suspended ceilings of offices and wooden baffle system is planned above the void below steel structure.
